Joins IIa Corporate Team

Associates is pleased to announce the addition of Charles
W. Samuels as senior contracts manager with more than 35 years
of senior contract and project management experience in the public
and private sectors. At IIa, Samuels will handle the company’s
contract administration activities and will support business development
efforts, including proposal development.
During more than 20 years in the U.S. Army, Samuels
served in a number of responsible logistics and contracting positions,
including Deputy Chief of Staff for Acquisition, Military District
of Washington, and Director of Logistics, 1st Signal Brigade, Korea.
After leaving the military in 1987, Samuels worked in contract
and project management for local government contractors, including
his most recent position as contracts manager for Professional
Project Services in Knoxville and Oak Ridge, as well as contract
and project management positions for Lockwood Green Technologies,
Advanced Sciences, and Management and Technical Associates.
Samuels instructs in procurement management for
the professional certification training program for the Project
Management Institute’s East Tennessee Chapter. He previously
was adjunct instructor of the Government Contracting and Auditing
curriculum for Florida Institute of Technology’s government
contracting masters program. He holds a masters degree in management
from the University of Arkansas, a bachelor’s degree from
Vanderbilt University, and is a graduate of the U.S. Army Command
and General Staff College. Samuels lives in Oak Ridge with his
wife, Roseanne.
